The handheld grinders are good for corners and close to the base of the walls but you wouldn't want to try and large area with one, it would take forever. MXSparx has a good idea, but may be more than you want to pay for the job. There is an acid, i can't remeber the name now, they use it to remove stains from grout that may be able to remove some stains from the concrete.
