You just look through the gap between the cover and the head and the bolts are long enough to guide right in. Just barely thread it in initially as you have to keep the gap to see the other side. I agree it is a crappy design, but if you do it this way it will take less than a minute. Then the short back bolt will be lined up as well. Also, the exhaust valves are the same as the intakes as far as adjustability. They are adjusted with shims. The set screw I am sure you are referring to is the compression adjust wich deals with the right exhaust valve only. The gap is supposeed to be 14 thousanths.
