it is nikasil and usually you can only cut a plated cylinder .080 over. A cylinder that isn't sleeved will chip when you start grinding because of the nikasil or chrome. so be careful.
You can have it replated for <$200. If you can get a new cylinder for less, do that but replating is the way to go. Sleeving is acceptable, but introduces some new problems.
Had our RM125 sleeved without coating a LONG time ago. Never ran into issues, have done 8 pistons since, and have only bored .10 over. Woods ridden bike... (low rpm) and we do rings every 25 hours.... piston every 50.
