The bike is a 99 RM 125. It recently started doing this thing that when you start out in neutral and hold the clutch in and shift into first gear it lurches forward and stalls out. After doing a search on this I see that a band-aid fix is to file out the grooves that have been worn into the clutch basket.(assuming that this is the actual problem) Does one need any special tools to remove the basket? Or is there another potential problem I've overlooked here?

You are on the right track. Filing the grooves out is a very short term fix so start looking for a new basket...maybe an inner hub.

You either need an impact wrench or something to keep the basket from spinning when loosening the nut. Do a search to find some tricks on holding the basket.

On rocky mountain they have a inner clutch basket holder you can buy for about $22.00. That will do the trick.
