Can anyone tell me what the Engine timing for a 03 CRF450R should be.....i think mine if off a little bit

Are you talking about the ignition timing or cam timing?

The ignition timing is regulated by a pick up coil that is bolted inside the engine case and is not easily adjusted.

What makes you think your timing is off?
