Wheel bearing installation order and techniques

Which should go in first? The side with the retainer or the other side? I have always struggled with how tight to drive them against the inner floating tube. Should they be driven tight to the tube so that they can barely (if at all) be able to be turned by hand or should I try to leave a couple thou so that the tube still floats?

Perhaps floating around would be too loose, but you don't have to make the tube so tight because the rear wheel pin will put the pressure from each side and secure the whole thing together. I'd go with 15 ft/lb of torque at the collar using a drop of blue locktite.

Oh, and start on the side opposing the retainer. Make sure you use a driver larger than the outer bearing race.
