Honda Trike Drum brakes

Hey guys. First time poster here, hoping someone can help.

I'm working on the front drum brakes for an 85 Honda 250 big red trike. I'm having a hard time reassembling the outside cable pulley arm with the tension spring.

I can't get it lined up to get the arm all of the way down, and I'm unsure about how much tension should be on the spring when the arm is disengaged.
