I'd run 32:1 the takeoff problem is most likely the clutch. probably the shoes are hammered or a very common problem is the master link that holds the clutch shoes to the arbor came off. open the clutch cover and check it out. if the master links came off just tack weld them in place instead of the regular little clips. will be much more reliable. you can upgrade to a Cobra clutch but they are pretty pricey. they work much better though. on the carb. the front small screw is the pilot screw. the middle screw with the spring is the idle adjust screw. adjust the idle appropriatley. adjust the pilot screw in until you create a bog. then turn out until the bog goes away and add half a turn. you can see the bog when you are at idle and you crack it wide open. most likely your rich anyway unless the previous owner raced and had a little bit of an idea of what was going on . those bikes came rich stock. it does not have a sight glass and you should be using 9oz of oil in the trans.
